The October 31 Netzausbauplan Deadline: What It Actually Means If You're Deploying Charging Infrastructure
I've spent the last two years elbow-deep in Berlin's grid-connection data — first for my IEEE-award-winning research on equitable EV charger deployment, then in client-facing audits for operators hitting the same wall. So when I saw that Germany's distribution system operators are due to publish their next round of Netzausbaupläne on October 31, 2026, I didn't read it as a compliance footnote. I read it as the closest thing we get to a public map of exactly where the next connection application is going to stall.
What §14d EnWG actually requires
Under §14d of the Energiewirtschaftsgesetz, DSOs with more than 100,000 directly or indirectly connected customers have to prepare a grid expansion plan every two years and submit it to the Bundesnetzagentur. Around 80 of the DSOs subject to this requirement first published jointly on the VNBdigital platform in May 2024; October 2026 is the next scheduled round.
The regional scenarios underlying each plan are due ten months ahead of publication — for this round, that's around December 2025. Worth knowing when you read the October data: it's not a live snapshot, it's built on planning assumptions that were already locked in roughly ten months earlier.
In plain terms: each covered DSO has to show its work — where capacity is constrained today, and where it plans to reinforce the network next.
Why I care about this, and why you should if you're applying for a connection
Germany doesn't have one grid operator. It has more than 800 separate DSOs, each running its own connection process, its own technical requirements, its own interpretation of the rules. Every project I've worked on that tried to scale past a single city hit a different rulebook at the next one.
That fragmentation is exactly why connection timelines have gotten as bad as they have. Germany's retail trade association (HDE) has reported grid connections taking up to 18 months, and DSOs are increasingly declining to connect new sites at all, citing insufficient capacity. If you've submitted an application and gotten silence — or a rejection with no clear technical reason attached — I've seen that exact pattern often enough that it's part of why I built the pre-validation tooling I use with clients today.
The federal government's own Deutschlandnetz build-out (archived copy) — roughly 1,000 sites and 9,000 fast-charging points, opening at a rate of several a month, run by operators like E.ON, Allego, Fastned, Mer, and Eviny — runs into exactly this fragmentation, one DSO connection at a time. Scale doesn't make the 800-DSO problem go away; it just means you hit it more often.
